Not when you consider that there are less than 5 major engines worth any weight for traffic purposes, and the rest are actually mining information from the large search engines. "We Guarantee Top Placement In The Search Engines"   There isn't anyone on the planet who can guarantee how the search engines will rank your site. The search engines use computer "spiders" to rank sites. Unless it's a paid placement like Google AdWords, there is never a guarantee. "We Will Submit Your Site To The Search Engines Monthly"   Beyond initial submission, there is absolutely no need to resubmit to the search engines. Once they have cached your site, you are in.
